Yann M’Vila will join Sunderland on Monday if he passes a medical.
The France midfielder is available after a loan move from Rubin Kazan to Dynamo Moscow broke down.
He will be the fifth signing of the summer for Black Cats boss Dick Advocaat.
The 25-year-old was a target for Liverpool before he made a lucrative move to Russian Premier League side Rubin. And Advocaat is also close to completing a deal for another midfielder, QPR’s Leroy Fer.
Rangers are looking to cut their wage bill after being relegated and are willing to let Fer move on a season-long loan.
It was the second successive relegation for the Holland star, 25, who moved to QPR for £8million last summer after going down with Norwich.
